Where did the predicting thing come from?

Movement II described a self-maintaining boundary with a memory layer. But no boundary begins from nowhere. A beetle already arrives with appetites, senses, reflexes, body plans, learning rules, and inherited stakes. A human does too. Before a life can learn, something has prepared the learner.

Movement III names that preparation as an outer loop.

Evolution shapes the training setup. A lifetime fills it with content. Culture carries some of that content beyond a single body. Science tries to make error cheaper still by letting conjectures die instead of people.

The movement follows those loops until it reaches the place where they fail: ossification, where a system becomes better at preserving itself than at being corrected.

The movement in one sentence

Evolution wrote the training setup, life learns inside it, culture transmits what can fit through a bottleneck, and progress depends on keeping the cheap inner loops plastic enough that people and civilizations do not have to pay the full cost of error.

That is why this movement sits between identity and migration.

If memory layers are what identity depends on, then inheritance, teaching, and culture matter because they preserve fragments of what individuals learn. But they do not automatically continue a person. They transmit through narrow channels, which means they pass on recipes, priors, stories, and methods rather than whole worlds.
