The boundary has a history

Movement II defined the self as a boundary: not a thing sealed off from the world, but a maintained interface through which a system and its world become available to each other.

That definition immediately raises a question.

Where did the boundary-maintaining machinery come from?

A beetle does not invent beetleness from scratch. A newborn does not design hunger, pain, balance, fear, attachment, or curiosity by reasoning about them. A brain does not begin as a blank pile of cells and then decide what a face, a threat, a taste, a wound, or a caregiver might be worth noticing. Something has already prepared the learner to learn.

That “something” is not a ghost, and it is not a plan written in detail. It is an older loop.

Evolution is the outer loop.

A life is the inner loop.

The outer loop ran across ancestors. The inner loop runs inside one organism. The outer loop shaped the kind of learner that could survive long enough to learn. The inner loop then learns what this particular life is actually like.

Movement III is about that nesting.

Four loops, not one

The same general structure appears at several scales.

First, phylogeny: evolution across generations. Variants persist or fail. Body plans, appetites, reflexes, developmental programs, social tendencies, immune tricks, and learning biases are filtered across deep time.

Second, ontogeny: development and learning across one life. A nervous system wires itself in conversation with the body and world it actually encounters. It does not merely unfold a blueprint. It grows into its environment.

Third, active inference: perception and action in the present. The system predicts, checks, moves, corrects, attends, and tries again on the scale of milliseconds, seconds, minutes, and days.

Fourth, culture: transmission across individuals. Language, teaching, stories, tools, institutions, rituals, science, and writing carry some learned structure farther than one body can carry it. Culture is not outside evolution, but it is not reducible to genes either. It is another loop, running on another substrate (the substrate of human brains).

These loops are nested, but not neatly stacked like boxes. They leak into each other. A learned behaviour can change which genes matter. Culture can change selection pressure. Development can expose or hide inherited tendencies. Online habits can become social norms. The point is not tidiness. The point is recurrence.
