Effectively infinite means: the edge exists, but it can’t reach you.
A thing can be finite “in itself” but still be infinite for a particular observer/system.
A working definition:
X is effectively infinite for system S iff S’s behavior is (approximately) invariant to the true bound/size of X.
If doubling X doesn’t change what S can do, then the edge of X casts no causal shadow on S.
